ICD, ICC Discuss Witness Protection

Uganda's High Court International Crimes Division (ICD) and Criminal Court (ICC) met in Kampala to discuss witness protection.

Officials from the two courts met at a breakfast meeting at Acadia Suits in Kampala, organized by the Victims' Support Initiative, a local organization.

HW Harriet Ssali, the Deputy Registrar at ICD, appreciated ICC's continued support to ICD that spans seven years, adding that it's because of this partnership that Uganda was found a strategic partner on witness protection by the ICC.

She however, said ICD's performance is still affected by inadequate funding and limited personnel challenges.

Hon.Justice Ezekiel Muhanguzi, one of the Judges at ICD, said Uganda's legal regime does not support witness protection initiatives.

At the meeting, it was announced that Thomas Kwoyelo, a former commander in the Joseph Kony-led LRA rebel outfit, appear before the ICD in Kampala for a pre-trial hearing on November 22, 2017.

Mr Kwoyelo is facing several charges of taking of hostages, willful killings, causing serious injuries to body and extensive destruction of properties in Amuru and Gulu districts all in northern Uganda between 1993 - 2005.

Other Judges at the meeting included Hon. Justice Moses Mukiibi (head of ICD)Hon. Lady Justice Jane Kiggundu and Hon. Lady Justice Susan Okalany.
