Judiciary Senior Managers Tipped on Management and Leadership Skills

Judiciary employees must steer clear of corruption and related vices, if the institution is to achieve its objectives.

This was highlighted by the Secretary to the Judiciary, Mr. Pius Bigirimana, in his presentation to over 30participants attended a two-day training on management and leadership skills for senior managers at The Judicial Training Institute (JTI) on Wednesday (September 30, 2020) and Thursday (October 1, 2020). 

Mr. Bigirimana also accentuated the benefits of having a positive attitude, even in challenging situations. "If you are always lamenting, then how will problems be solved?" he asked.

The Executive Director of JTI, Hon. Lady Justice Damalie Lwanga, said that the training aimed at improving on management and leadership skills to enhance effectiveness and efficiency in service delivery.

On her part, HW Sarah Langa Siu, the Chief Registrar, beseeched registrars to have third parties when meeting lawyers in a bid to reduce the risk of being corrupted. She said that while still stationed as Deputy Registrar at the High Court's Civil Division, are tired Deputy Registrar, she didn't name, had tried to bribe her.

"This person had a very bad case and he was trying to give an envelope," she said. "I lost the respect I had for him. So it's important if you are meeting these people at least to have your clerk around such that they act as witnesses." 

The Chief Registrar called on the judicial officers to embrace modern methods of communication such as WhatsApp which, to ensure easy accessibility at all times. 

"At the civil division, by the time I left, we had two WhatsApp groups for 400 lawyers, which made my work easy. It was easy to get to the lawyers even during the pandemic season of COVID-19because of the platform," she said.

The topics covered included; The role of managers in strategic leadership, management of court registries, planning and budgeting cycle, Public procurement process and challenges, leadership skills, emotional intelligence, basic financial management and strategic human resource management among others.
