Hon. Justice Richard Buteera at the swearing in of new members of Tax Appeals Tribunal
The Deputy Chief Justice, Hon. Justice Richard Buteera, on Thursday June 15, 2023sworn in four members of the Tax Appeals Tribunal. They are an addition to the five members, who were earlier sworn in January 2021.
The sworn in members are Hon Princess Kabakumba Matsiko, Hon Rosemary Mariam Najjemba Mbabali, Mr Nangosyah Wamalero Clement and Ms Sofi Grace.
The Tax Appeals Tribunal is a quasi-Judicial body with powers under Article 152(3)of the Constitution and the Tax Appeals Tribunals Act 1998(Cap 3450) to settle tax disputes.
The Deputy Chief Justice called upon the Tribunal members to adhere to the law and apply rules of natural justice. He also emphasized the need to resolve tax complaints in a speedy and timely manner so as to avoid case backlog.
Hon. Justice Buteera urged the new members to avoid instances of bias, always serve with integrity, humility, diligence, utmost sobriety, make decisions that can be defended in law and hear and resolve the disputes fairly and expeditiously.
Adding that, "the tax collector and the tax payer when before the Tax Appeals Tribunal should be treated as equal litigants; each receiving a fair hearing. It is then that your decisions will be respected."
The Chairperson of the Tax Appeals Tribunal, Mr Asa Mugenyi appreciated Justice Buteera for having spared his time to swear in the new members and urged the new members of the Tribunal to serve with professionalism, integrity, and transparency in order to make a difference with their contribution.
Present at the occasion were HW Dr Karocho Mushabe(Private Legal Secretary to DCJ), HW Allan Gakyaro(Personal Assistant to DCJ) and HW Jamson Karemani, Judiciary's Public Relations Officer, the moderator of the session.
Also present, were members of the Tribunal and Ministry of Finance and Economic Development.
