Judges Urged to Embrace Data-Driven Approach to Improve Efficiency

Court of Appeal Justice, Cheborion Barishaki has emphasized the importance of measuring performance to improve the efficiency of the Judiciary. 

He said this on Friday  while closing a two-day Quarterly Performance Review Meeting for Heads of Circuits and Divisions at Imperial Golf View Hotel, Entebbe.

Quoting Peter Drucker, "You can't improve what you don't measure", Justice Cheborion encouraged judicial officers to take personal responsibility for data entry and accuracy, highlighting the need for effective leadership to facilitate improvement. 

He expressed hope that future quarterly reviews will feature system-generated presentations, reducing reliance on physical files. "It has become abundantly clear in our quarterly performance review meetings that we can only enhance our performance by measuring it and providing leadership to those who support our work. Ultimately, the responsibility lies with us as Judges heading Divisions and Circuits. We must take ownership of data entry and accuracy, as it is crucial to meeting the high expectations of the public," Justice Cheborion said.

He explained that by implementing the recommendations from the quarterly reviews, the Judiciary can strive towards a future where they can effortlessly access and share best practices with their colleagues, fostering a culture of collaboration and continuous improvement.

Justice Cheborion commended Lady Justice Okuo Jane Kajuga for her efforts in implementing plea-bargaining and encouraged support for the Alternative Dispute Resolution (ADR)reengineering initiative led by the Hon. Deputy Chief Justice.

The Meeting also provided a platform for Judges to share best practices and challenges at their stations.  

At the meeting, Hon. Justice Dr. Peter Adonyo was congratulated upon reaching his retirement and recognized for his leadership in effective data management at Soroti High Court Circuit.

Justice Cheborion commended the participants for their active engagement and looked forward to seeing progress at the next quarterly review meeting.
