PS Urges Support Staff to Uphold Discipline and Integrity

The Permanent Secretary/Secretary to the Judiciary, Dr. Pius Bigirimana, on Wednesday March 6, 2025 held a general meeting with support staff from the Chief Magistrate's Courts of Entebbe, Mukono, Kira, Kasangati, Nabweru, Nansana, Matugga, and Wobulenzi.

The meeting took place at the Supreme Court's Conference Hall in Kampala. Participants included Office Supervisors, Assistant Records Officers, process servers, Office Attendants, court clerks, transcribers, Personal Secretaries, Stenographer Secretaries, and Assistant Systems Administrators.

Speaking during the meeting, the PS called on participants to uphold professionalism, discipline, and integrity in their duties.

He emphasized the importance of punctuality, warning against irregular attendance, and poor time management. He noted that excessive use of mobile phones while on duty affects productivity and urged staff to remain focused on their responsibilities. 

Dr. Bigirimana also cautioned against corruption, bribery, and absenteeism, stating that any staff found engaging in unethical practices would face disciplinary action.

He raised concerns about unauthorized trainings, missing files, document forgery, and staff scheduling cases without consulting their supervisors. The PS/SJ also stressed the need for adherence to the Judiciary's dress code and warned against gossiping, disrespect for supervisors, and general misconduct.

Dr. Bigirimana acknowledged the challenges faced by staff and assured them of the Judiciary’s commitment to their welfare. He noted that Judiciary now provides insurance policies for staff (both judicial and non-judicial), highlighted efforts to support HIV-positive staff, and the availability of professional counselling services. 

Commissioner Human Resource, Ms. Apophia N. Tumwine, encouraged staff to always seek guidance, foster positive workplace relationships, and focus on service delivery.

She urged them to maintain cleanliness, handle case files properly, and follow the right procedures when requesting sick leave. She also advised them to manage their finances wisely and protect their professional reputation.

Notably present were: Ms. Aguti Caroline (Principal Human Resource Officer), Ms. Abaru Sarah (Senior Human Resource) and Ms. Brenda Atuhaire (Human Resource Officer).
